The 2006/07 U21 Championship consists of four distinct stages; the preliminary round, the qualifying round, the play-offs and the final tournament. The preliminary round concluded in June 2006 and consisted of eight two-legged knockout ties played between the 16 nations with the lowest coefficients. The eight winners joined 34 other contenders in the qualifying round, played in August and September and split into 14 groups of three, with each team playing their pool opponents once and the top team progressing to the November play-offs. The seven winners of those two-legged ties in October will then take their place in the June 2007 finals alongside hosts Netherlands, where they will be divided into two groups of four.
